The book mentioned, in the letter is A Significant Casualty http://www.peterjpilkington.com/ the book was mailed to upper management of OSHA and the Coast Guard with the attached letter.

Edit Note: You will find attached the update on Louis Schaefer’s letter and drawings to all Commercial Diving Stake Holders. Louis has ask me to post the up dated letter and Drawings to all that received the original. The only change is that the Dive Panel/Rack has been made IMCA compliant. Louis used this one in his presentation to the Coast Guard National Offshore Safety Advisory Committee.

Further to this, Louis has very simply illustrated the obvious which should be easy enough for anyone with no exposure to commercial diving to understand the significance of this. I will show this to my Filipina girlfriend tonight and report back. If she can understand this, and agree with the logic, the 3 US agencies this has been submitted to have no excuse!
