The following are my thoughts:

Should SCUBA be banned in all commercial diving operations?

SCUBA should be banned from all commercial diving operations, worldwide. It is one of the biggest killers of divers going. If it is banned, SCUBA replacement would have to be used. As a minimum SCUBA replacement should include communications, and a separate backup air supply plumbed into the panel.

What should the minimum team size be?

For me, a minimum 5 man team is essential, consisting of:

  1. 1 x Supervisor
  2. 1 x Diver
  3. 1 x Standby Diver
  4. 2 x Diver Tenders

How many years experience should a diver have in air or sat diving before being allowed to take a Supervisors course in that mode of diving?

I believe that the the number of hours currently required before a diver is allowed to take a supervisors course leads to too many inexperienced personnel being able to become supervisors. I would much prefer to see a minimum of five years working diver experience be used, with a minimum of 1,000 hours of logged commercial dives in the type of course that the diver wants to take. For example:

  1. To become an Air Supervisor, a diver would be required to work for five years on Air diving jobs, and have logged 1,000 hours of working air dives
  2. To become a Sat Supervisor, a diver would be required to work for five years on Sat diving jobs, and have logged 1,000 hours of working Sat dives

I agree with Mark's team above as a pure minimum to be set at 5. More would be required depending on the workscope.

As for hours and time served to become a Supervisor. I would also add the time required on the panel (e.g. 300hrs) for both Sat Supervisors and Air Supervisors.
