The justification for a 3-person team appears to be based on 3 premises: 1) that a standby diver is not required in all situations, or 2) that in situations where a standby diver is required, a single tender can tend more than one diver in the water, and that diving supervisors are supermen who can simultaneously tend multiple divers, monitor/operate an air system, communicate clearly with multiple divers, and keep an accurate dive log, all while notifying emergency services and shutting down nearby operations that could impact or be impacted by the diving emergency, or 3) that the emergency situation requiring deployment of a standby diver permits deviation from the requirements for proper topside support under 29CFR1910.401"
